I’m not certain who the person is that came up with the theory that a pet should wear a collar with light bulbs that glow like he is wearing a Christmas tree around its neck. I recognize the dog collar started as a measure for safety, but out in the yard at night, especially on a dog that is black, a lighted pet collar might be a very humorous spectacle.
